It provides the basis for carrying out work such as investment approval (registration) management, land and resources management, environmental impact assessment, credit financing, and safety supervision for rare earth construction projects. It will be implemented on July 26, 2012.

The "Entry Requirements" requires that rare earth mine development, smelting and separation, and metal smelting projects should meet the requirements of relevant national laws and regulations, in line with national and local industrial policies and related development plans. Mining rare earth mineral resources shall obtain mining licenses and safe production licenses according to law. Mining enterprises should strictly carry out mining in accordance with the approved development and utilization plans and mining plans. It is strictly forbidden to use unlicensed, cross-border exploitation and use of mining ore dressing technologies that will damage the environment and waste resources. Rare earth mine development, smelting and separation, and metal smelting are state-restricted investment projects, and production can only be established after approval.

In terms of production scale, the production scale of mixed rare earth mining enterprises should not be less than 20,000 tons/year (calculated on the basis of oxides, the same below); the production scale of fluorocarbon antimony mining enterprises should not be less than 5,000 tons/year; ion-type rare earth mines The company's production scale should not be less than 500 tons/year. It is forbidden to mine a single mine. The production scale of independent smelting and separating enterprises using mixed rare earth minerals shall not be less than 8,000 tons/year; the production scale of independent smelting and separating enterprises using cerium lanthanum ore shall not be less than 5,000 tons/year; and independent smelting using ionized rare earth ore The production scale of the separation enterprise should not be less than 3,000 tons/year. The production scale of rare earth metal smelting enterprises should not be lower than 2,000 tons/year.
